About Pension Trust
1. As part of Power Sector Reforms, the erstwhile Delhi Vidyut Board (DVB) was unbundled into five successor utilities – three Discoms for distribution of electricity, DTL as transmission utility and IPGCL as generation utility besides a holding Company in the name of DPCL w.e.f. 1.7.2002.
2. In order to allay the fears of the DVB employees that on restructuring they shall be retrenched or their service conditions be adversely affected, two separate Tripartite Agreement were entered into by GNCTD and the management of DVB with the Joint Action Committee of employees union / association and DVB Junior Engineers Association.
3. The unbundling of DVB was done through the notification of Statutory Transfer Scheme Rules , 2001 with the Tripartite Agreement as part of the provisions of the rules.
4. As per the Tripartite Agreement Govt. shall create a Pension Fund in the form of Trust and the pensionary benefits of employees shall be paid out of such Pension Fund. DVB Employees Terminal Benefits Fund -2002 (Pension Trust) was formed 26.03.2002 with the objectives of disbursement of pension and pensionary benefits to DVB pensioners as on 30.06.2002 and employees of DVB origin retiring from successor utilities on superannuation, incapacitation or family pension in the case of deceased employee/pensioner. The trust started functioning as per Trust Deed and Rules w.e.f. 01.07.2002.
5. The Board of Trustees of Pension Trust is appointed by GNCTD and the number of trustees shall be not more than 15 including the Chairman. The Principal Secretary (Power) ,GNCTD shall be the Chairperson of the Board of Trustees, which shall include representatives of departments of Finance, Personal, Administration, Labour, Law, the employees & pensioners and experts in the relevant field to be nominated by the Government.
6. The Pension Trust is disbursing pension, other pensionary benefits and medical claims to about 21500 pensioners/family pensioners as on 31.03.2018 and released the GPF loan payment to about 8000 DVB origin employees.
